I have the honour to report that subject to your approval I have promoted Mr. J. Dickson, 1st Class Overseer, Public Works Department, to a new post of Drainage Inspector on a salary of £400 to £480 by £20 annually, with effect from lat Jamary, 1921.

In common with other branches of the Public Works Department the work of the Drainage Office has increased with the growth of the Colony, and Mr. Dickson's duties and responsibilities have become steadily greater. They will be further and largely increased when the Praya East Reclamation Scheme is underteken, as I hope it will be very soon, since a considerable amount of drainage work is involved.

The Director reports that Mr. Dickson is well qualified in his particular work, and carries out his duties in

a zealous, capable, and conscientious manner. passed over for promotion by officers junior to him in the service owing to the fact that vacancies have from time to time occurred for which officers with other technical qualifications were considered more suitable.
